A survey conducted in May 2023 of over 500 Huntington Beach residents reveals that the city’s Library Services ranked among the highest city services in terms of overall user satisfaction. 70% of the residents surveyed claim they are “satisfied or very satisfied” with the Huntington Beach Public Library system.
For the second year in a row, Huntington Beach Public Library was honored for having the best Storytime in Orange County by Parenting OC Magazine. Winners are selected by readers of the popular magazine for Orange County families. The award winners were published in the September 2023 issue of the magazine.
Current library budget is $5 million, 1.9% of the city’s budget. The outsource company promised to save $1 million; how do you cut 20% of the budget but leave staff, programs, and materials alone?
"The Library supports the right of all individuals to read freely. With such a diverse community and so many points of view, disagreement about the collection can arise. Patrons are asked to respect the right of others to use materials one might not personally endorse, and for parents to be responsible for the appropriateness of their children’s choices. The library recognizes the right and responsibility of parents to guide their own children’s library use while allowing other parents to do the same. The Library has a formal process for the review of materials. Library users may initiate the formal review of any item in the collection by completing a Library Materials Evaluation form."

Direct the City Manager, City Attorney and City Clerk to prepare resolutions, ordinances, and any other materials necessary to place two items for consideration on the November 5, 2024 General Election ballot and agendize for a vote at our June 4, 2024 City Council Meeting:
1) A Charter Amendment to require a majority vote of the City Council and a majority vote of the electors of Huntington Beach to approve any proposal that would change the wholesale management of the library, and/or any proposal to operate the library with a private contractor that would employ library staff to achieve cost savings; and,
2) An advisory vote of the electors of Huntington Beach on whether to hire a third-party contractor to operate the HBPL; a replacement of the current management structure, as proposed by the City Council at its March 19, 2024 meeting. Additionally, direct the City Manager to cease any further work on the Request for Proposals (RFP) as it relates to the action taken at the March 19, 2024 meeting
